To open or the save the files on a Computer running Windows:

To open the file you should left-click on the link. 

To save the file to your computer you should right-click and choose "Save link As" and save the file to your PC. 

These documents are generally pdf files, if you do not have any software that will allow you to read such files then you can download free software from Adobe.
